The Role

As part of the Astellas Gene Therapy Center of Excellence (GTCOE) Engineering & Facilities team, the Senior Project Controls Specialist is responsible for providing centralized cost control and scheduling across capital projects and the engineering and facilities programs including developing, implementing, and maintaining budgets, forecasts, accruals, resource loaded schedules, and periodic reporting. Actively monitors progress and coordinates with engineers and service providers ensuring timely reporting of critical, decision-making information that ensures projects are delivered on time and on budget. The role is primarily located in South San Francisco, CA.

Primary Responsibilities

  • Lead and facilitate adoption of project controls practices, providing guidelines, training, and tools to aid the team in support of the program.
  • Collaborate with project managers to ensure project execution plans contain sufficient definition of scope, cost, and schedule milestones along with related assumptions and exclusions.
  • Based on strategic planning and facility master plans, establish multi-year project budgets for the portfolio of capital projects and programs, utilizing basis for estimates from industry benchmarks, past projects, team experience, or support from external resources; leveraged against a consistent schedule of values and identifying the progression of levels of accuracy throughout project lifecycles.
  • Develop project contingencies and allowances as appropriate to address scope gaps and uncertainties, tracking their utilization and timely identification of new risks and variances along the project lifecycle.
  • Development CPM schedules for all projects and facilitate review meetings with stakeholders, ensuring visibility of team accountabilities, resources loading and leveling opportunities, and task interdependencies.
  • Collaborate with project managers in generating project dashboards for stakeholders with visibility of budget, commitments, accrued value and cash flow, forecast to complete, schedule milestones, and critical path timeline and progress with identification of emerging issues, challenges, and options.
  • Develop and track departmental budget, spending forecasts, and accruals in collaboration with department managers.
  • Lead procurement and contracting activities for departmental and project spending in collaboration with project managers, department managers and administrators, finance, and legal; ensuring value, completeness, and risks are appropriately challenged and managed.

About you

Must Have/Required

  • BA/BS in engineering, business, or related disciplines and 8+ years of experience in an engineering or construction project management function, or 12+ years in a focused project management function focused on project controls delivery.
  • Comprehensive understanding of construction means and methods in the civil, structural, architectural, mechanical, electrical, and plumbing disciplines.
  • Comprehensive understanding of planning and CPM scheduling processes and procedures with expert knowledge and experience with P6 and Project software.
  • Direct experience creating and presenting statistical data analysis leveraging tools like Excel and Smartsheets.
  • Excellent oral and written communications skills. A history of effectively presenting before management.
  • Occasionally required to stand up to 6 hours a day. While performing the duties of this job, the employee is frequently required to reach with hands and arms, stand; walk; talk or hear; and use hands to finger, handle, feel or operate objects, tools, or controls. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch or crawl, and lift 50 lbs.

May Have/Preferred

  • Lean Six Sigma experience, demonstrated by successful completion of a major improvement project.
  • Pharmaceutical, Biotech or Life Sciences experience.
